The “fake” USAID then rejects all claims of like items until the Namibian vendor produces a quote of the exact model, only provided online by another “fake” company.

Invitation to Tender for the Provision of Warehouse Racking System for U.S. Embassy Windhoek (Closing Date: June 18, 2018)
The Embassy of the United States of America in Windhoek is soliciting offers from suitable, qualified and established vendors for the provision of Warehouse Racking System for the US Embassy Windhoek in accordance with the attached scope of work.
Information on RFQ and Scope of work are available below for all interested companies to download. Please follow the instructions provided in the RFP document when providing proposal.
A site visit will be held on Tuesday, May 29, 2018 at 10:00hrs Local Time at 28 Gold Street, Prosperita, Windhoek, Namibia.
